Will insulin raise blood pressure if you have atherosclerosis?

My grandmother has hypertension as a result of her type 2 diabetes mellitus. I’m afraid that she might develop atherosclerosis and eventually have a heart attack, and I worry a lot about her. Can insulin increase blood pressure if you develop atherosclerosis?
