Why is hypertension a risk for type 2 diabetes?

My mother has hypertension and was recently told by her doctor that this is a major risk factor for type 2 diabetes. I don't know much about diabetes so maybe this question is misinformed... But why is hypertension a risk for type 2 diabetes?

Yes! Hypertension often leads to type 2 diabetes. Research suggests that people will hypertension often exhibit insulin resistance which increases their risk of developing diabetes compared to normotensive individuals. Also, both conditions share several risk factors, which further broaden the inter-relationship if they are not well managed.
