Is it safe to combine oral antidiabetic drugs with insulin for NIDDM?

My grandmother has been diagnosed with non-insulin-dependent diabetes mellitus (NIDDM). His oral antidiabetics do not seem to be working effectively. Is it recommended to combine injectable insulin with his other medications to manage NIDDM?
